Joseph Vitale
President & CEO
Joseph Vitale brings more than three decades of banking experience to his role as President and Chief Executive Officer of Seneca Savings. Prior to joining the bank, he spent 17 years at Savannah Bank, NA, where he served as Executive Vice President and built a strong foundation in community banking leadership. Since taking the helm at Seneca Savings, Joseph has overseen transformative growth — guiding the bank’s public offering in 2017, leading the current second-step conversion, and more than doubling total assets from $140 million to over $300 million. He credits this success not only to his own experience, but also to the outstanding senior leadership team and board of directors he has cultivated along the way.
Joseph describes himself as both driven toward success and team oriented, qualities he sees reflected in Seneca Savings’ values. His day-to-day responsibilities include oversight of all departments, but what motivates him most is watching the bank grow and seeing his leadership team thrive in their roles. Deeply connected to Central New York, Joseph grew up in the region and continues to call Liverpool home, where his immediate and extended family live. He serves on several local boards and is passionate about contributing to the area’s growth and vitality.
Outside of the office, Joseph enjoys traveling with family and friends, attending sporting events, and supporting his son Nico’s athletic activities. He also makes weekly trips to Auburn to visit his father and siblings, keeping close ties with his family.
A proud first-generation American, Joseph’s roots trace back to Sicily, where both of his parents were born. He speaks Sicilian fluently — a fun fact that not many people know. When asked what advice he would give to others, Joseph shares: “Effort in the short term may seem difficult, but in my experience, effort always yields rewards.”

Vincent Fazio
EVP Chief Financial Officer
With 40 years in banking and finance, Vince had the privilege of helping community banks grow, thrive, and better serve their customers. Over the past two decades as a CFO, Vince led three successful IPOs and raised more than $28 million in fresh capital.
Since joining Seneca Savings Bank in 2013, Vince has guided the institution through two major capital raises totaling $19.5 million. Under Vince’s financial leadership, the bank has grown from $140 million in assets and three branches to over $300 million in assets and five branches—with a dedicated team that’s nearly doubled in size. He has the privilege of working with a talented Senior Leadership Team and Board of Directors
Beyond banking, Vince is deeply committed to community service. Proudly serving on the Board of the Baldwinsville Community Scholarship Foundation for the past 10 years, helping local students pursue their educational dreams. Each year, the foundation awards over $130,000 in scholarships to graduating seniors at Baker High School.
Vince enjoys spending time with family, he has five brothers, three daughters, and a growing crew of grandchildren—soon to be five! Vince is also an avid outdoorsman—whether it’s skiing, hiking, biking, or golfing (mostly walking these days) and has hiked 12 of the 46 Adirondack High Peaks.
Vince believes that a positive attitude and strong teamwork are the cornerstones of lasting success.

Angelo Testani
SVP Commercial Lending
With nearly 40 years of experience in banking, most of it right here in Central New York, Angelo Testani brings a wealth of expertise and dedication to his role as Senior Vice President of Commercial Lending at Seneca Savings. He joined the bank almost a decade ago after serving 12 years as a Small Business Lender at M&T Bank. Since 2017, Angelo has played a key role in growing Seneca’s commercial loan portfolio from approximately $35 million to nearly $100 million.
Angelo manages and oversees all aspects of the lending process, with a strong focus on maintaining the high level of customer service that clients expect. He is guided by Seneca Savings’ core values of being Driven Towards Success and Customer First, believing that helping customers succeed directly contributes to the bank’s success. Angelo is especially motivated by mentoring and supporting his team, finding great satisfaction in helping colleagues learn, grow, and thrive in their roles.
Throughout his career, Angelo has been proud to support local businesses, especially during challenging times. Among his most meaningful achievements was leading Seneca’s involvement in the Paycheck Protection Program during the COVID-19 pandemic. Under his leadership, the bank provided more than 470 PPP loans totaling over $29 million, helping small businesses remain open and resilient.
Deeply connected to the community, Angelo serves as Director of Philanthropy on the Board of Honor Flight Syracuse, a nonprofit that flies military veterans to Washington, D.C., to visit the monuments built in their honor. He has also volunteered for nearly 30 years with the International Boxing Hall of Fame, assisting with events year-round.
Outside of work, Angelo enjoys golfing, walking, and working out. He especially loves the outdoors in the fall and never misses the chance to enjoy a football game on a cool Saturday afternoon. A fun fact about Angelo: not only does he have a twin brother, but his mother had two sets of twins — his younger sisters are identical twins as well.
Laurie Ucher
SVP Retail Banking
With more than 38 years of experience in the banking industry, Laurie Ucher brings a wealth of knowledge and passion for people to her role as Senior Vice President of Retail Banking at Seneca Savings. Prior to joining the bank in 2016, Laurie served as VP and Commercial Branch Manager at M&T Bank. Early in her career, she was recognized as HSBC Premier Relationship Banker of the Year (2006), an honor that took her to London to celebrate her success in client relationship management.
Since coming to Seneca Savings, Laurie has led the growth of the bank’s retail branch network, shaping a culture built on core values, customer care, and community connection. Each day, she focuses on coaching and supporting branch teams, aligning operations with strategic goals, and ensuring customers remain at the heart of every decision. Of all the bank’s values, Laurie most identifies with Customer First, believing that going above and beyond for customers is what defines Seneca Savings as a true community bank.
Laurie is deeply connected to Central New York, both personally and professionally. She serves on the boards of the Central New York Diaper Bank and Tillie’s Touch, two nonprofit organizations that provide vital resources to underserved populations. Having grown up and raised her family in the region, Laurie is proud to support a bank that has served Central New York for more than 95 years while also engaging in its exciting wave of economic growth.
Outside of work, Laurie enjoys staying active, advocating for wellness, and spending time with her family. She is a proud wife, mother of three, and grandmother of nine. She also holds a fun distinction — in 1984, Laurie was awarded a four-year full tuition scholarship to the Crane School of Music.
Laurie is inspired daily by the opportunity to influence and support the “people side” of the bank. Helping employees grow, develop, and succeed in their careers is what drives her leadership and reflects her belief that mistakes are not setbacks but powerful lessons that help both customers and colleagues grow.
Jamie Nastri
SVP of Operations & Corporate Secretary
Jamie Nastri brings a dynamic blend of leadership, operational expertise, and community spirit to her role as Senior Vice President of Operations and Corporate Secretary at Seneca Savings. Her career began in the fast-paced restaurant industry, where she spent 11 years managing everything from casual dining to fine dining establishments. In 2016, after transitioning into banking as a Relationship Banker and Business Development Officer, Jamie joined Seneca Savings as Main Office Manager. Since then, she has grown with the organization through pivotal periods of expansion, serving as AVP Operations, VP Operations, and now SVP Operations.
Jamie has been instrumental in Seneca’s growth, including the opening of two new branches in Bridgeport and Manlius. With her leadership, the Operations team has implemented over 15 major technology initiatives in the past five years—ranging from A2A transfers and Zelle to Positive Pay and ITM installations—ensuring streamlined processes and an improved customer experience.
A true believer in teamwork, Jamie embodies the bank’s value of being Team Oriented. Whether she’s helping clean up a flooded basement or representing Seneca at a community event, she leads by example with dedication and adaptability.
Outside of the bank, Jamie is deeply engaged in Central New York life. She volunteers in the Chittenango school district through music boosters, PTA, and sports concessions; leads a local Girl Scout troop; and, along with her husband, coaches youth sports through the Town of Sullivan Parks and Recreation. Her love for the community extends to her personal passions—especially her time spent on Oneida Lake, where she enjoys the beauty of every season, from water skiing to ice skating.
What inspires Jamie most in her leadership role is seeing others grow and succeed. She thrives on empowering her team to have a voice and help shape the future of the company. Among her proudest career accomplishments is launching a catering program for a national restaurant chain, which went on to generate thousands of orders and became a core revenue stream that sustained the company for years.
When she’s not at work, you’ll find Jamie on the sidelines cheering for her kids, who seem to play “every sport known to man.” A self-proclaimed sports enthusiast, she embraces the spirit of “take me out to the ballgame” in every part of life.
Fun fact: Jamie originally went to school to become a medical examiner.
Earl Monday
Marketing Officer
Earl Monday serves as Marketing Officer at Seneca Savings, where he leads the bank’s marketing strategy with a strong focus on digital innovation, purposeful branding, and data-driven decision-making. Since joining the team, Earl has helped revamp Seneca’s marketing efforts by strengthening the bank’s digital footprint, aligning departmental goals, and ensuring that every initiative reflects the values of community banking.
With more than 15 years of experience in sales, marketing, and leadership, Earl’s career has been built on a passion for coaching and developing others. Before joining Seneca Savings, he spent six years as CIO for a mortgage broker and nine years as Director of Sales and Marketing. Among his proudest achievements are training and mentoring team members, watching them grow in confidence, and empowering them to achieve both personal and business goals.
Earl embodies Seneca’s core values of Positive Attitude, Driven Towards Success, Customer First, and Team Oriented, seeing them as interconnected and essential to success. He believes a positive attitude is contagious, that collaboration drives great marketing, and that putting customers at the center of every campaign ensures measurable impact for both the bank and the community.
Deeply rooted in Central New York, Earl embraces the bank’s “community first” philosophy both professionally and personally. He has served on the board for ALS of CNY, volunteered as a Big Brother, and regularly supports local charities including Helping Hounds, CNY Diaper Bank, and Sleep in Heavenly Peace. He also makes it a point to support local school fundraisers—never passing up the chance to buy a candy bar from a child at the door.
Outside of work, Earl is a devoted husband and father of two, finding his greatest joy in family life. A sports enthusiast, he cheers for the Jacksonville Jaguars, Syracuse Orange, and New York Yankees. He lives by the philosophy that “people may forget what you said, but they’ll never forget how you made them feel,” striving to bring gratitude, humility, and even a little humor into each day. Fun fact: despite his last name, Earl was born on a Tuesday.
Scott Turner
Director of Human Resources
Scott Turner joined Seneca Savings in 2023, bringing with him nearly two decades of experience in human resources and organizational leadership. He began his career with Avalon in 2006 as a Document Specialist and rose to become Director of Human Resources in 2013. During his 10 years in that role, Scott supported Avalon’s growth from 30 employees in 3 offices to more than 150 employees across 8 locations nationwide.
At Seneca Savings, Scott develops and implements HR strategies that align with the bank’s goals and long-term vision. His focus areas include workforce planning, employee development, compensation and benefits strategy, and cultivating a positive workplace culture that promotes engagement, collaboration, and retention. Known for his proactive, “gung ho” mentality, Scott embodies the bank’s core value of being Driven Towards Success. He takes pride in being dependable and adaptable, always going above and beyond to support his colleagues and the organization.
Scott is inspired by the opportunity to empower team members, foster trust and accountability, and align people strategies with business growth. He has been recognized with several career milestones, including being named Team Member of the Year at Avalon (2018/2019) and earning his SHRM-CP certification in 2023.
Outside of work, Scott has been married for over 15 years and is a proud father of three daughters. He enjoys cheering them on at basketball, soccer, and dance, and spending time outdoors — whether it’s in the yard, by the pool, or working on projects around the house. A dedicated NY Giants fan, Scott values both teamwork and perseverance on and off the field.
